Sundar Pichai announced yesterday that Google's Gemini app had passed 1 billion monthly users, the 14th Google product to reach that mark and, he said, the fastest-growing in the company's history. It is the number Google has wanted to post since ChatGPT arrived.

Inside the company, the week reads differently. Co-founder Sergey Brin has spent recent months urging staff to focus on bringing Gemini back to the frontier of AI, and Google executives convened an all-hands meeting last week to address employee concerns about the reorganization of the company's AI units, according to wire reports citing people familiar with the matter. The meeting followed the August 5 restructuring that removed Demis Hassabis from day-to-day control of Google DeepMind.

The word carrying the weight in Brin's instruction is "back." He asked staff to focus on getting Gemini "back to frontier of AI." Until recently nobody at Google would have phrased it that way. "Frontier" is the industry's shorthand for the handful of models that define what is currently possible at any given moment, and last November Gemini 3 was one of them, beating rivals on public benchmarks and pushing OpenAI to declare an internal emergency. A co-founder telling the team to get back there is an admission, in one word, that it is not there now.

Gemini 3.5 Pro has missed three deadlines

The gap is measurable. Google unveiled Gemini 3.5 Pro at its I/O developer conference in May and promised to ship it the following month. It has since missed three release dates, according to Fortune's account of a difficult year inside the lab, and entered August unreleased while Google shipped smaller, cheaper Flash models around it. A Google spokesperson told Fortune the model was in testing and that teams had begun work on the next generation.

Outside measurement points the same way. Micah Hill-Smith, who runs the benchmarking firm Artificial Analysis, told Fortune that Gemini 3.6 Flash, the strongest model Google has actually released, now sits behind models from Anthropic, OpenAI, xAI, Meta and one or two Chinese labs on his firm's intelligence index. Google trails furthest on coding, the capability underpinning the most commercially valuable AI products of the past year.

That weakness is not news to Brin. In April, The Information reported on an internal memo in which he told Google's AI engineers the company had to urgently close a gap in agentic execution, the ability of a model to carry out multi-step work on its own rather than just answer questions, and described a "strike team" formed to do it.

Scale is not the same as the frontier

The reorganization staff are asking about was announced by Pichai in a memo on August 5. Hassabis, who co-founded DeepMind in 2010, became chair of the lab and Alphabet's first chief scientist. Koray Kavukcuoglu, DeepMind's chief technology officer, took over daily operations as a senior vice president reporting to Pichai. Nobody received the DeepMind CEO title. The same day, Jeff Dean said he was leaving after 27 years, with three senior colleagues, to start a company called Discovery Loop.

Employees told Fortune the change shifts power from DeepMind's London base toward Mountain View and dissolves some of the lab's independence. Google disputes that reading and says DeepMind keeps separate leadership and research autonomy. TIME reported separately that safety teams shifted to other Google executives as part of the same set of changes. Outside the company, Axios read the moves as an indictment of Google's position.

Two caveats matter for anyone reading Brin's involvement as a fix. He holds no new title and no reporting line over Kavukcuoglu; his influence is informal, which makes it hard to measure and easy to overstate. And the 1 billion figure counts people opening the app, not paying for it. Google has not disclosed how many subscribe, at tiers running from $7.99 to $100 a month, while guiding to 2026 capital spending of $195 billion to $205 billion.

That is the tension Google now has to resolve in public. It has the distribution, the chips and the users. What it has not shipped is the model.
